Kamphaeng Phet Rajabhat University firmly holds onto the principle of democracy. The university applies the system to all the elections of university leaders and representatives, including those for the president, deans, directors of offices, members of the university council, and student organizations. Students, faculty, and staff exercise their rights in these elections. This ensures that the voices of university personnel are crucial in selecting leaders and encourages them to actively support the university administration.

Members and President of the University Council Selection

KPRU selects the President of the University Council through a judicial process. This is to ensure that the president possesses the following qualifications and meets the requirements set by the law. Candidates whose qualifications meet the related legal requirements are nominated by the university staff and faculty members. The nominated persons are then put into an appropriate group according to their expertise and experience. Then internal members of the university council vote one candidate from each group for the member of the council. According to the law, there are 23 members of the council, 12 of them are from the university faculty members and 11 from outside the university. The member qualifications are as follows:
• strong ethical quality widely recognized by the public.
• Excellence knowledge, skills, and experience of a specific discipline that contributes to the university’s operation.
• Strong administrative and leadership skills that can support university growth.
• Excellence vision in higher education management and local development.
• Strong social reputation at least in the region where the university operates.
Once all the members are chosen, the council will vote for it president following similar procedure. The members nominate external candidates and vote for one to be the president.

Internal Members of University Council Recruitment

To select the internal members of the university council, the university issue an announcement inviting qualified teaching staff to apply for the seats. Then, the university organizes an election. Teaching and administrative staff have the right to vote for one candidate. Once the election is complete, votes are counted to get the first four candidates whose scores are highest to be the University Council. The selection of councilors is conducted by a committee chaired by the university president, which includes representatives from various university sectors.

President Election

The president is selected by a committee appointed by the university council, which includes qualified committee members and a secretary. The election process starts with the nomination of president candidate from 14 departments of the university including 7 faculties and 7 supporting departments. Three persons who receive the highest vote go to the next step. The second step is the committee authorized to represent the university council check the candidates’ qualifications, set a forum for them to express to the public their vision statement. After that the committee select not more than three qualified candidates who receive a passing score from vision statement and send the name to the supreme council. After receiving the candidates from the working committee, the university council vote for the university president. The president must and should have the following qualifications.
• Be a Thai citizen and at least 40 years old.
• Possess leadership and organizational management experience beneficial to the university.
• Uphold moral principles and be socially accepted.
• Recognize the role of higher education in national growth and support educational opportunities locally.
• Be able to work full-time.

Dean Election

Deans of the 7 faculties and Directors of the 7 supporting departments are selected by a committee appointed by the university council, which includes qualified committee members and a secretary. The election process starts with the nomination of candidates from the respective faculty or department. Three people who receive the highest vote go to the next step. The second step is the committee authorized to represent the university council check the candidates’ qualifications, set a forum for them to express to the public their vision statement. After that the committee selects not more than three qualified candidates who receive a passing score from the vision statement and send the name to the supreme council. After receiving the candidates from the working committee, the university council vote for the university president. The president must and should have the following qualifications.
• Hold at least a bachelor's degree from an accredited institution.
• At least three years of teaching or administrative experience in higher education.
• Candidates can be nominated through faculty recruitment or self-nomination.
